well Naruto was just a money maker . Sometimes the writers are fcreod by contract to churn these things out. Naruto has a ton of filler stories that they could have dumped. Other times, in a series, the writer will have a complete idea, but the publisher/ producer dumps the series either due to lack of funds, or lack of interest. Usually, Japanese Manga has an end to the stories..most will not drag on forever like Naruto. The Anime is different because of the licensing and greed.
